The meeting was called to order by the President David Sanders, at Hampton Inn, South Hill, Virginia.

David welcomed Mike Delevccio, Susan Owens, Region 7 Youth Coordinator, Jimmy Rorrer, Federation Chaplin, Cliff Sadowski Region 8 Director and Brian Stump, Region 7 Director.

Motion by Region 9, seconded by Region 6 to approve the minutes of the November 15, 2009 board meeting. Motion PASSED with unanimous voice vote.

Motion by Region 6, seconded by Region 1 to approve the treasurer’s report. Motion PASSED by unanimous voice vote.

Motion by Region 4, seconded by Region 9 to approve the boat raffle report. Motion PASSED by unanimous voice vote.

There are currently no accounts payable or accounts receivable

Articles for the 2010 spring issue of Tight Lines are due March 1, 2010.

David Sanders reported that he spoke with the South Hill Chamber of Commerce and that, after much discussion, the Chamber has agreed to give Virginia Bass $2,500 for the Chapter Team tournament and $1,000 for the Fall Classic tournament. In addition, if we have a sufficient number of boats participate, the Chamber may also provide $1,000 for the Last Chance tournament and an additional $500 for the Fall Classic.

The idea to charge an extra $5 per boat at each Region’s fishing tournaments, with the proceeds being used for the State Divisional Team, will not be implemented at this time.

Vernon Wilson reported that he attend the Roanoke River Basin advisory meeting for Virginia and also one for North Carolina and Virginia. The meeting was to discuss the Interbasin Water Transfer, the methodology that was used for Jordan Lake and the Potomac River, and to determine if the same methodology could be used for Kerr Lake.

Dan River Association showed pictures of the rain in November near were the prospects of uranium mining will be. The area had lots of flooding and is unsafe for mining.

There will be a meeting January 29, 2010, 7:30 pm at the Best Western, Clarksville, Virginia. This meeting is on the decline of largemouth bass being caught in Kerr Lake.

The federation youth received a $1,000.00 grant for traveling money to promote the youth fishing all over the state.

The youth meeting will be at the Comfort Inn in South Hill, Virginia March 7, 2010.

A Motion was made by Region 8 to change By-law 4.4-4 so as to exclude the Vice President from voting. This Motion got no seconded.

A Motion was made to change tournament rule #15—the Motion Passed. The insurance must be $300,000.00.

A motion by Region 5, seconded by Region 1 that there be no boat raffle any more.

This Motion PASSED

Region 3 will provide man power for the Richmond Fishing Expo and the youth corner.

Plaques where presented to outgoing officers. The officers were Craig Owens Region 7 Director (Susan Owens excepting the plaque for Craig) Ray Allen Region 8 and David Sanders Vice President.

A recommendation from the Board was not to pay the maintenance fee for the tournament program at this time.

Region 10 will be the host for the Mr. Bass. Host motel is the Days Inn in Abingdon, Virginia. The rate for the motel is $54.00 plus tax. At the March board meeting Region 10 will announce the location for the pairing meeting.

Motion by Region 5, seconded by Region 3 that there be a one day Invitational Last Chance tournament for Virginia Bass Chapter Federation adult club members that are in good standing within their club. The entry fee will be $75.00 per angler.

Motion by Region 9, seconded by Region 3 to change By-law 7.3-2 that the top two finishers in the Last Chance Invitational tournament become members of the Virginia State Divisional Team. These two positions will come from the eight positions currently allocated to the Chapter Team tournament and as such, the Chapter Team tournament will provide six positions to the State Divisional Team.

It was the consensus of the board to raffle Visa gift cards.

Brian Stump will take care of the printing of 2,500 tickets. There will be three drawings one for $2,000.00, one for $1,500.00 and one for $500.00. The tickets will be passed out to each region and the drawing will be held June 27, 2010. The cost is $5.00 per ticket.

Tim Mick requests a separate checking account with a tax ID number that will accept donations. Tim is to pursue this and report at the next board meeting.

Motion by Region 5, seconded by Region 8 to allow a Club that is unable to fill a six-man team for the Chapter Team tournament to get additional participants from another Club, even if the other Club has already fielded a six-man team.

Ann Dalton was asked by the Board, and she voluntarily agreed, to work from January 1, 2010 to May 31, 2010 with no pay—this will be revaluated in at the June 26, 2010 Board meeting. All of her expenses will be paid just like any other volunteer.

Jimmy Rorrer the Federation Chaplin ask that members think about helping in their region to contact people with a sickness or death and to offer what ever they can afford with cards, flowers or a Bible.

There being no further business brought before the board the meeting was adjourned at 4:10 pm.
