The meeting was called to order by the out going President Roger Fitchett. He announced that this was his last meeting as President and he turned to meeting over to the President, Charlie Beale.

Roger said he had enjoyed and had a good time. He asks that everyone support Charlie like they did him.

Charlie Beale welcomed Peggy Stephenson, Jeff Rollins, Sandra Fitchett and Susan Owens.

Motion by Region 5, seconded by Region 6 to approve the minutes of the November 16, 2008 minutes. This motion PASSED with unanimous voice vote.

Motion by Region 5, seconded by Region 3 to approve the treasurer report. This motion PASSED with unanimous voice vote.

Motion by Region 3, seconded by Region 5 to approve the boat raffle report. This motion PASSED with unanimous voice vote.

Brenda Beale said she had mailed out the new contract to the advertisers for next year.

Articles for the spring issue of Tight Lines are due March 1, 2009.

Vernon Wilson reported that as of next week a 1.3 million dollar contract will be awarded to the herbicidal treatment application for Lake Gaston.

Vernon Wilson attended a public meeting in Chatham, Virginia on uranium mining. The General Assembly voted last fall not to take away the twenty five year moratorium. The Virginia Uranium Mining Company has decided to pay one million dollars to conduct their own study to convince the General Assembly that they can mine the uranium in a safe and environmental friendly manor.

The Junior Six Man tournament date has been changed from May 9, 2009 to May 16, 2009.

The new Youth Coordinator for Region 5 is Andy Francis and for Region 10 is Tammy Hamilton.

A Youth Coordinator is needed in Region 3.

There will be a one day in school youth program May 8, 2009 at Douglas High School.

Motion by Region 3, seconded by Region 5 to keep the State Reel Kids Casting Championship for one more year. With the finals being held at the Richmond Fishing Expo in January.

To keep track of the Kids Casting event the region director will be accountable for the kits.

Charlie Beale welcomed the new directors. Mike Gibson, Region 3, Chuck Hart, Region 4, James Vick, Region 6, Jackie Dye, Region 10,Vernon Wilson, Conservation Director and David Sanders, Vice President.

The 2009 Mr. Bass will be hosted by Region 5 and held at Smith Lake State Park, host motel will be Lake Inn Motel. The motel phone number is 540-721-3383 or 888-466-5253. Pairing meeting will be announced later.

At all state qualifying tournament there will be a new registration and boat inspection format. The team captain will register their team by contacting Ann Dalton, Charlie Beale or David Sanders at the host motel or by phone Thursday and up to noon on Friday. Boat inspection will be done Saturday and Sunday as your boat number is called.

Motion by Region 7, seconded by Region 4 that the federation tries the new format for registration and boat inspection at the state qualifying tournaments for a year. If it works the federation will continue with the new format and if not will go back to the registration and boat inspection at the ramp. This motion PASSED unanimous voice vote.

The budget for 2009 was passed out to each director.

David Sanders had ordered the new laptop but, has not received it yet.

David Sanders wanted to know if any region would like to have a copy of the new tournament program. David would be willing to give an hour class on the tournament program at the March 1, 2009 board meeting.

Motion by Region 10, seconded by Region 4 that any club that was formed last year and is moving from another state or any Federation Nation Chapter clubs that would like to join the Virginia Bass Chapter Federation be exempt of waiting one year to fish Mr. Bass and Chapter Team Championship. The clubs have to be a member of the Virginia Bass Chapter Federation by January 31, 2009 to be eligible.

The following By-law changes will be voted on at the March 1, 2009 board meeting

By-law 4.6-3 to hold the position of President or Vice President with the TBF State Federation, that individual cannot hold nor have any active membership with the Federation Nation Chapter. Motion by Region 3, seconded by Region 6.

By-law 7.3-1, 7.3-2 and 7.3-3 the minimum age for participation in either of the state tournaments shall be 16 years of age. Motion by Region 5, seconded by Region 3.

By-law 4.6-3 to authorize the State Youth Director to vote at the state board meetings. Motion by Region 7, seconded by Region 6.

Motion by Region 5, seconded by Region 7 that Gary Horsley does the decals on the new trailer for $550.00. This motion PASSED by unanimous voice vote.

Region 3 – Come on up to the Richmond Fishing Expo.

Region 6 – Happy New Year. Congratulation to the new directors.

Region 10 – Thanks for a good time today.

President – The contract with the Days Inn has been signed.

Youth Director – No youth meeting in March.
