The meeting was called to order at 9:00 a.m. by the President Roger Fitchett at the Days Inn, South Hill, Virginia.
Roger Fitchett welcomed Randy Trout from Region 7.
The Federation contributed to the Jim Dalton memorial fund. $50 American Heart Association and $50 American Diabetes Association.
Scott Whitmore is the new Youth Coordinator for Region 8.
Motion by Region 9, seconded by Region 10 that the January 20, 2008 minutes be approved. Motion PASSED with unanimous voice vote.
Motion by Region 3, seconded by Region 5 to approve the treasureŻ s report. Motion PASSED by unanimous voice vote.
Motion by Region 5 that the proceeds from raffle ticket sales sold by Kevin Langford from Region 2 go to Region 5, seconded by Region 9. Motion PASSED by unanimous voice vote.
Motion by Region 5, seconded by Region 9 to approve the boat raffle report. As of March 16, 2008 the balance in the boat raffle account is $26,351.45. Motion PASSED by unanimous voice vote.
Bonnie Wood gave out the 2009 Boat Raffle Tickets to Directors. Form 102 needs to be filled out by each club; listing the beginning and ending number.
Region Directors to keep up with Boat Raffle tickets being sold by youth clubs.
Charlie & Brenda Beale made copies of the CMN Flyers and passed them out to Directors.
The federation needs a Conservation Director. Anyone interested contact Roger Fitchett.
Brenda Beale reported that the Tight Lines have already been down loaded, ads look great, colors are brighter. 1st issue has already paid for itself, lost some ads because of deadline issue; but gained new ones. Signup for web alert this will let you know when tight lines has been updated. Due dates are the same. Summer issue deadline is May 23, 2008.
Richmond Fishing Expo was a good show, same amount of tickets were sold, but alot of clothing & hats were sold. Sold about $1600 compared to $1200 in past years.
Fredericksburg Outdoor Show was a better show than last year. People were standing in line to buy boat raffle tickets, sold 500 tickets.
Motion by Region 5, seconded by Region 8 to have Charlie Beale and Charlie Custer to make a decision on the Hercules tournament trailer. Motion PASSED by unanimous voice vote.
Three donations made towards the purchase of our new tournament trailer; Region 9 $250, Star City Bassmasters $100 and Region 10 $250.
Raising dues maybe an option to raise more money. Roger said that if everyone would sell one book of tickets that would keep us from raising the dues.
2008 Mr. Bass information was mailed out by Ann Dalton. Russ Shetley has blocked off 30 rooms at the Days Inn.

By-law change 7.1-3 Twenty dollars ($20) per member dues shall be payable to the Federation by each Chapter on the first of December of the preceding year. Chapters which have not paid their dues by December 15 shall be assessed a penalty of five dollars ($5) per Chapter member. Chapters which have not paid their dues by January 31 will lose their eligibility to fish Mr. Bass and the Chapter Team Tournaments. Motion PASSED by the following vote.

By-law 7.4-1 the Virginia State Team to reflect team being comprised of 1/3 from Mr. Bass, 1/3 from Chapter Team and 1/3 from Fall Classic Tournaments was motioned by Region 8, Motion did not receive a second.
Proposal by Nottoway River Bass Masters to establish an incentive to help stimulate boat raffle tickets sales throughout the state, Motion did not receive a second.
By-law 4.6-3 proposal by Tim Love Region 5. To hold the position of President or Vice President within the TBF State Federation, that individual cannot hold or have an active membership with the Federation Nation Chapter. Motion by Region 3, seconded by Region 6. Motion PASSED by the following vote.

By-law 7.3-1, 7.3-2 and 7.3-3 proposal by Russ Shetley Region 9 stating _ The minimum age for participation in either at the state tournaments shall be 16 years of age. Motion to accept by Region 5, seconded by Region 3. Motion PASSED by the following vote.

Tim Mick Youth Report - New targets are now in use for _ Reel Kids Casting.« Kits are available when needed, allow 2 weeks for shipping. Inside kit is a questionnaire that must be filled out and returned along with all score sheets to Tim. The new due date for roster and youth club dues is November 1st. This will insure youth get $1,000 worth of sponsor product. We have a new youth club _ Stafford County« .
Region 8 proposed and agreed to host each year an additional youth qualifying tournament. Currently there is only one tournament. This new tournament will insure the kids get 2 chances to qualify. Each Region to pay for their youth coordinators shirts. 109 Kids now in youth program and growing.
Stuart Wood presented that Bass West website that is a new website willing to post tournament reports. Point of contact is Ricky Bodsford at (804) 229-4611.
Motion by Region 3, seconded by Region 10 to change mileage from .30c back to .35c to offset increased gas prices. Motion PASSED by unanimous vote.
