The meeting was called to order at 9:00 a.m. by the President, Roger Fitchett at the Crossroads Inn, South Hill, Virginia.

Roger Fitchett welcomed Chuck Hart, Assistant Region 4 Director and Susan Owens, Region 7 Youth Coordinator.

There is a correction to the minutes of the November 19, 2006 board meeting. Page two, paragraph two, the host for the Junior Six Man will be Region 7.

A Motion was made by Region 3, seconded by Region 10 with the correction that the November 19, 2006 minutes be approved. This Motion PASSED with unanimous voice vote.

A Motion was made by Region 3, seconded by Region 5 to approve the treasurer’s report. This Motion PASSED by unanimous voice vote.

A Motion was made by Region 3, seconded by Region 5 to approve the boat raffle report. This Motion PASSED by unanimous voice vote.

On May 19, 2007 there will be two Junior Last Chance tournaments. The sites will be Lake Anna hosted by Region 1 and Claytor Lake hosted by Region 10.

TBF, Inc. has started a Youth program in High Schools. It was introduced in Akron, Ohio. Two other states are being considered for the program, one being Pennsylvania and the other Virginia.

Tim Mick is working with DGIF in a new program that will teach children and adults about fishing. If anyone is interested in helping they should contact Tim Mick.

Tim Mick has membership cards for the youth. These are for kids that have paid their club dues.

A survey from TBF, Inc. National was sent out to all the Region Youth Coordinators.

The new target will be used at Bassarama. Region 8 has worked hard to get this target ready for Bassarama. The back stop for the target will have all the state sponsors listed.

DGIF is asking for the support of House Bill 1627. This Bill would require that everyone that operates a boat has to have a driver’s license.

Larry Elliott would like the youth clubs to get involved with setting up brush piles. Help is needed with the building of the structures and then putting them out in the lakes. If anyone has any ideas on structures contact Larry Elliott.

Larry Elliott is still trying to come up with a plan to create boat ramps on Smith Mountain Lake.

Larry would like to meet with someone from the power company at Smith Mountain Lake to discuss the possibility of boat ramps on the lake.

The National Guard has offered grants for projects and maybe the boat ramps could be one.

The Tight Lines contracts have been sent out to the advertisers.

When submitting articles for Tight Lines make sure they are word documents and sent as an attachment, the same thing for photographs as well.

The articles for the spring issue are due February 23, 2007.

The Mr. Bass will be held on the Potomac River with Region 1 as the host region. The Ramada Inn at Quantico is the host motel. This information will be provided on the information sheet sent out by Ann.

There is an outdoors sports show in Fredericksburg February 9-11, 2007. Region 1 and Region 9 will be selling boat raffle tickets. Tim Mick will have the Kids Corner and casting event there also.

A Motion by Region 3, seconded by Region 5 that the Virginia Bass Federation cancel the open membership meetings. This Motion PASSED by unanimous voice vote.

A Motion by Region 5, seconded by Region 9 that the federation purchase a set of backup scales with a budget not to accede $500.00. This Motion PASSED on the following vote.

A Motion by Region 5, seconded by Region 9 to make a $250.00 donation to the CBAV on behalf of the Virginia Bass Federation. This Motion PASSED by unanimous voice vote.

A Motion by Region 3, seconded by Region 5 to approve the budget as presented. This Motion PASSED by unanimous voice vote.

Kevin Lankford held a region 2 meeting to set their tournament schedule. Anyone interested in joining or forming a club in the Region 2 area should contact Kevin.

A Motion was made by Region 7, seconded by Region 4 to increase the entry fee to all state qualifying tournaments by $5.00 per individual. This money will be earmarked for the expenses for the state team. This Motion PASSED on the following vote.

Effective January 21, 2007.

A Motion by Region 7, seconded by Region 4 that the expenses are reimbursed to the boater and non boater up to $500.00. This includes expenses for practice days and travel to and from the Federation Championship. Receipts will be submitted to the Vice President for approval for reimbursement. On future Federation Championships the dollar amount will be set at the January meeting by the board. This Motion PASSED on the following vote.

The federation has three new sponsors Solar Bats, Okuma and Minn Kota.

Any articles or pictures for the Lowrance book should be sent to Russ Shetley.

The Children’s Miracle Network charity flyers will be passed out at the March board meeting.

A vote on 7.3-2 By-law change. Two Chapters from within the same region who are in good standing and are unable to field a full team may combine and enter a team of six. All members of this combined team shall have the clear understanding amongst themselves of how any monies will be divided.

Last Capital Fishing Club was accepted as a new club in Region 5.

Region 6 reported that two new ramps are being built in Franklin on the Blackwater River.

Charlie Beale wanted to thank everyone for the cards and flowers he received when his mother passed away.

There being no further business to come before the Board, the meeting was adjourned at 1:30 p.m.
