The meeting was called to order at 9:00 a.m. by the President, Roger Fitchett at the Best Western, South Hill, Virginia.

Roger Fitchett welcomed Terry Penley from Region 4, James Vick from Region 4 and Linda Vick.

  • The Virginia Bass Federation presented Charlie Beale with an appreciation plaque.
  • A Motion was made by Region 9, seconded by Region 3 to approve the minutes as written. This Motion PASSED by unanimous voice vote.

    A Motion was made by Region 3, seconded by Region 9 to approve the treasurer’s report. This Motion PASSED by unanimous voice vote.

    A Motion was made by Region 3, seconded by Region 5 to approve the boat raffle report. This Motion PASSED by unanimous voice vote.

    A discussion about Bassarama and the sale of boat raffle tickets. This was tabled until the June board meeting.

    Concerned Bass Anglers of Virginia held a banquet/fund raiser February 25, 2006. There was a silent auction which raised $11,500.00.

    Roger Fitchett advised that the Federation is in need of a Conservation Director. Roger asked the Region Directors to take this back to their respective Regions to see if anyone is interested in this position.

    Brenda Beale advised that the deadline to submit Articles for the summer issue of Tight Lines is May 26, 2006.

    There is not going to be a Region 2 this year, due to lack of clubs in that region. Roger Fitchett and Charlie Beale are working on getting it reorganized for 2007.

    A Motion by Region 5, seconded by Region 9 to pay the clubs in Region 2 for the sale of boat raffle tickets and to return the regional money that was earned by the Region 2 to each club per their ticket sale at seventy five cents. This motion was tabled until the June board meeting.

    Roger Fitchett and Charlie Beale attended a special Region 4 meeting to explain TBF, FLW and BassFan proposals. Charlie Custer was elected the new Region 4 Director.

    Ron Southwick from DGIF distributed information on upcoming fishing regulation changes, tidal river largemouth bass outlook and smallmouth bass river forecast. Information was given out on the stocking done by DGIF and CBAV.

    The 2006 contract for the Mr. Bass and Chapter Team tournaments have been signed by the South Hill Chamber of Commerce.

    The federation trailer is in the process of having the old sponsors removed and new ones put on.

    The federation cannot payback what it normally does for the Chapter Team tournaments due to the reduced number of members. Roger asked for any suggestions.

    A Motion by Region 3, seconded by Region 1 that the payback be 75%/25% meaning that 75% goes to the payback and the Federation gets 25%. Reduce the 1st place chapter to $300.00, 2nd place chapter $200.00 and 3rd place chapter $100.00. This Motion PASSED on the following vote.

    A Motion by Region 5, seconded by Region 9 to publicly support and endorse the Concerned Bass Anglers of Virginia (CBAV). However, the federation will not support or endorse an effort by CBVA to impose a bass stamp or tournament stamp. This Motion PASSED on the following vote.

    There was a discussion about the website. Russ Shetley will talk to Pete to see if he needs any help with the website.

    A Motion was made by Region 7, seconded by Region 9 to change By-Law article 4.6-3. Article reads: The President shall have served at least one full and complete term as an officer of the Board or at least one full two year term as a director. Proposed change: The President shall be a member of the Virginia Federation and be affiliated with any organization deemed as required by the Virginia Federation. This Motion FAILED on the following vote.

    Only six people attended the President open meeting Saturday but the meeting went very well. Question is do we want to make this an annual meeting? It will be tabled until the June board meeting so the directors can take it back to their members.

    A Motion was made by Region 3, seconded by Region 5 to accept the budget as presented. This Motion PASSED by unanimous voice vote.

    The federation has a new sponsor. HaberVision is a new sunglass company.

    At this time the federation has 101 clubs and 1203 members.

    Roger Fitchett had a meeting with Sid Ryan, Vice President of Bass Federation Nation. Sid wanted to know how Roger felt about the federation’s assets and what was the intent was of the federation. Roger explained that he and the board agreed that the Virginia Bass Federation is still the same just that they had joined TBF and FLW. The clubs that left went on their on and were not entitled to anything. Sid had suggested to Bass Federation Nation board not to pursue any assets of the Virginia Bass Federation.

    Consensus of the board to keep the payback for the Children’s Miracle Network as is.

    A discussion of changing the Fall Classic format back to a region event where regions fish against regions.

    Tim Mick advised that he would like each region to have at least one youth club.

    The first youth tournament for 2006 will be April 9, 2006 at Ed Allen’s on the Chickahominy River Region 8 will be the host region.

    The next youth qualifying tournament will be May 27, 2006 at Occoneechee at Buggs Island Region 5 will be the host region.

    The state youth qualifying tournament will be at Riverfront at the Route 5 bridge on the Chickahominy River Region 6 will be the host region.

    The winning kid in each age group will qualify to go onto the FLW Junior Angler World Championship in Birmingham, Alabama July 30-August 3, 2006.

    The 2007 youth schedule will be July 23 Region 3 host region and October 1 Region 6 host region.

    The location and host region for the 2007 Junior Six Man will be decided at the November 18, 2006 youth meeting. The location of the Junior State tournament will be finalized in November also.

    Top club members from each age group (11-14 & 15-18) will go onto to fish the Top Gun qualifier.

    At this time there are two youth clubs.

    Mike Gunn is the Assistant Youth Director.

    Any youth club that was with BASS last year and would like to fish with the TBF/Virginia Bass Federation this year needs to contact Tim Mick by March 28, 2006 to be eligible to compete in the May 27, 2006 tournament to qualify for the state tournament.

    Roger advised that all clubs will receive a charter from TBF.

    Each Region Director was encouraged to enforce the 50% participation rule.

    A Motion by Region 3, seconded by Region 5 that the board approve the purchase of a $100.00 gift certificate from Dick’s Sporting Goods for Mike Gibson for all his help. This Motion PASSED by unanimous voice vote.

    There was a discussion about clubs that could not fill the six member requirement to fish the Chapter Team tournament. Do we want to allow members from other clubs to join together to fill the six member requirement? Russ Shetley is going to write a proposal and presented it at the board meeting.

    Fountainhead Bassmasters of Region 9 sent a question by e-mail for the board to consider. They would like to see some consideration given to the individuals who win their individual region Angler of the Year title and using the Mr. Bass and 6 man events as wildcard events to fill in any additional positions.

    Stuart Wood is treasurer of the DGIF Sportsman Reward Fund.

    A Motion by Region 5, seconded by Region 9 to give an appreciation plaque to John Britton, Steve Woodroof and Andy Noel for services rendered. This Motion PASSED by unanimous voice vote.

    Charlie Beale wanted to welcome the new board members.

    There being no further business to come before the Board, the meeting was adjourned at 2:45 p.m.
