The meeting was called to order at 9:00 a.m. by the President, Roger Fitchett at the Best Western, South Hill, Virginia.

Roger Fitchett welcomed Andy Noel, from Region 7, Larry Elliott, Conservation Director, Charlie Custer, Region 4 Director and Vickie Love.

The Virginia Bass Federation presented appreciation awards to Andy Noel, Steve Woodroof and John Britton.

A Motion was made by Region 3, seconded by Region 5 to approve the minutes as written. This Motion PASSED with unanimous voice vote.

The federation received a thank you card from Mike Gibson for the $100.00 gift certificate.

A Motion was made by Region 7 seconded by Region 5 to approve the treasurer’s report. This Motion PASSED by unanimous voice vote.

A Motion was made by Region 9, seconded by Region 5 to approve the boat raffle report. This Motion PASSED by unanimous voice vote.

Larry Elliott said he introduced himself to Garry Martel from DGIF. Mr. Martel wanted to know what the federation’s position was on conservation and Larry told him that there were no changes. Our federation still supports conservation.

Larry Elliott reported at this time there was no meeting scheduled concerning the grass in Lake Gaston.

A discussion on what to charge for a full color page ad on the back page and the center pages of Tight Lines should be. After some discussion it was decided to charge $300.00 per issue for 2007.

Articles for the fall issue of Tight Lines are due August 18, 2006

A Motion by Region 5, seconded by Region 1 that no reference to B.A.S.S. Federation Nation will be placed in the Tight Lines. This Motion PASSED on the following vote.

Region 3 – Yes Region 7 – Yes V. Pres. – Yes

Region 4 – Yes Region 8 – Yes

Region 5 – Yes Region 9 – Yes

Region 8 is to present an information packet for each director at the August board meeting for the Fall Classic Championship.

Region 10 has been added to the tournament schedule and they will host the Mr. Bass in 2013.

The host region for the Mr. Bass in 2007 will be Region 9.

Roger asked the directors to push the sale of boat raffle tickets.

A Motion by Region 5, seconded by Region 3 that a letter be sent to all previous members of Region 2 to invite them to reestablish Region 2. This Motion PASSED by unanimous voice vote.

Region 5 withdrew their motion that was made at the previous board meeting concerning Region 2 raffle ticket money...

A Motion by Region 1, seconded by Region 3 to hold the raffle ticket money until a Region 2 is formed. If a Region 2 has not been formed in a year the money will remain in the treasurer. This Motion PASSED by the following vote.

Peter Herbst the webmaster sent Roger an e-mail stating that he wanted to be compensated for the upkeep of the website. This was tabled until the August board meeting.

It was the consensus of the board to have an open president meeting January 20, 2007.

A Motion by Region 3, seconded by Region 6 to change the word B.A.S.S. to Bass in the Articles of Incorporation papers. This Motion PASSED by unanimous membership vote.

Roger Fitchett has signed the five year contract from TBF, Inc.

The Boy Scout tournament that was held April 23, 2006 had 50 boats participate and raised $1,900.00.

A donation of $50.00 was made to the Virginia Bass Federation youth program by Boy Scout Troop 7454.

Tim Mick wanted to thank everyone for their help.

The Youth State Championship will be held June 24, 2006 at the River Rest Marina.

Tim would like to have one youth club in each region.

There will be a Casting Skill Competition held at Bassarama for the state only.

A change to By-Law 7.3-2 was submitted by Region 9, seconded by Region 4. Adding the following: Two Chapters from within the same region who are in good standing and are unable to field a full team may combine and enter a team of six. All members of this combined team shall have a clear understanding amongst themselves of how any monies earned will be divided.

This By-Law change will be voted on at the January 2007 board meeting.

A Motion by Region 9, seconded by Region 1 to insert the following to tournament rule 24, all fish presented for scoring will be measured on a Golden Rule board in its natural state and the tail may be fanned. This Motion PASSED by unanimous voice vote.

A Motion by Region 9, seconded by Region 5 to change 10 ounces to .60 pounds to tournament rule 25. This will correspond with the current penalty being used with weights now being measured in hundredths of a pound. This Motion PASSED by unanimous voice vote.

A change to tournament rule 27 from 8 ounces to .50 pounds will also be made.

A proposal was submitted by Region 5 to change the Fall Classic from pairing to a partner or team tournament. This is to be taken back to the members.

A proposal was submitted by Region 5 to change the format for the Mr. Bass and Chapter Teams tournaments to a Boater division and a Co-angler division. This is to be taken back to the members.

A committee was formed to do a study of the pros and cons and make some recommendations on the proposals. Russ Shetley, Tim Love and Stuart Wood will be the committee.

Alton Vaughan will check on the price of a set of backup scales.

A suggestion was made by Region 7 that the regions take care of their director’s expenses to attend a region meeting. Roger said he appreciated their thought but at this time he does not see the need. Charlie and Roger are keeping up with the finances and will know in advance if the finances are getting low and will consider the suggestion.

The St. Jude tournament is July 7, 2006 on the Potomac River.

Roger wanted to thank Region 6 for a great job of hosting the Mr. Bass.

There being no further business to come before the Board, the meeting was adjourned at 3:30 p.m.
