The meeting was called to order at 9:00 a.m. by the President, Roger Fitchett at the Crossroads Inn, South Hill, Virginia.

Roger Fitchett welcomed Bill Allen from Region 7, Dottie Mick, Scott Whitmore from Region 8 and Kevin Lankford Region 2 Director.

A Motion was made by Region 10, seconded by Region 3 to approve the minutes as written. This Motion PASSED with unanimous voice vote.

A Motion was made by Region 3, seconded by Region 10 to approve the treasurer’s report. This Motion PASSED with unanimous voice vote.

A Motion was made by Region 10, seconded by Region 5 to approve the boat raffle account. This Motion PASSED with unanimous voice vote.

The Best Western has become an independent motel. The new name is Crossroads Inn & Conference Center; no phone numbers have been changed.

The winner of the Junior World Championship that was held in Birmingham, Alabama is Josh Wagy in the 15-18 age group. Stuart Smith in the 11-15 age group placed 11th.

With Josh finishing in the top five, TBF Partners FLW Outdoors and the National Guard will donate $1,000.00 to the Virginia Bass Federation for the youth program.

Tim Mick reported that next year’s Junior World Championship will be held in Hot Springs, Arkansas on Lake Ouachita August 1-5, 2007.

Tim Mick asked that the regions not schedule any tournaments on the Junior Super Six Man tournament in April 2007. The date for this tournament will be set at the November youth meeting.

The Junior State tournament will be held on the Chickahominy River in June 2007. That date will also be set at the November youth meeting.

There will not be a National casting contest just individual state events. Virginia will crown a state champion at Bassarama.

As a youth director Tim stated he could apply for scholarships at the state level and this will be another benefit for the kids.

Tim stated that it is mandatory for each Region Coordinator to attend the November youth meeting.

Region 6 will be hosting a junior state qualifying tournament in October 2006.

Larry Elliott reported that he had received an application for a grant for a conservation project. The National Guard will supply money, manpower and equipment. This application is due November 15, 2006. If anyone has any ideas on conservation project please contact Larry.

The Parks and Department of Game & Inland Fishing has no money and have no further plans to build new ramps anywhere including Smith Mountain Lake.

The property around Smith Mountain Lake is owned by the power company and the land was donated to the state for ramps. Larry stated that he will go to the power company and ask for additional land to be donated for new ramps. This could be a conservation project.

Articles for the fall issue of Tight Lines are due August 18, 2006.

Articles for the winter issue of Tight Lines are due November 3, 2006.

Scott Whitmore from Region 8 passed out folders to each region director on the Fall Classic. The host motel will be the Ramada Inn 1776 located on Bypass Road in Williamsburg.

The 2007 Mr. Bass Championship will be hosted by Region 9.

The National Wildlife Turkey Association will hold a dinner August 26, 2006 at the Bass Pro Shop. Tickets are $15.00 per person all you can eat. Region 8 will be holding a tournament for the handicap kids at the Bass Pro Shop lake.

Roger Fitchett reported that he had received a letter from Mr. McSweeny stating that the word B.A.S.S. in the Articles of Incorporation had been removed and replaced with Bass.

Alton Vaughan will give a report on the cost of backup scales at the November board meeting.

There was a discussion on the changes for the state qualifying tournaments. Some changes to the existing suggestions will be made and presented at the November board meeting.

Connie Shetley has volunteered to do the Lowrance Award book.

Budget request were given to Charlie Beale.

A Motion was made by Region 10, seconded by Region 4 to change the mileage expense from 35 cents to 30 cents except for Roger Fitchett when he pulls the trailer it will be 40 cents. This Motion PASSED with a unanimous voice vote.

Kevin Lankford is interested in getting region 2 started up again and has put information out in different areas.

There will be a meeting November 12, 2006 at 2: 00 p.m. with anyone interested in joining or rejoining Region 2. A letter will be sent out with the location.

There was a consensus of the board that any club joining the Virginia Bass Federation , Region 2 that had been established that they be eligible to fish the Mr. Bass Championship and Chapter Team Championship in 2007.

The Virginia Bass Federation will collect the TBF dues for 2007.

The Bass Fan tournament was postponed until May 2007.

There will be a boater and a non boater from the Mid-Atlantic Divisional to advance to the Federation Championship.

A boater and a co-angler from each division of the Federation Championship will go to the FLW Cup.

Second place boater and co-angler from each division will go on to fish the BFL All American.

Virginia will host the Mid-Atlantic Divisional in 2011.

It will be left up to each state to who receives the Castrol Maximum Performance award. The board decided that the winner of the Mr. Bass Championship will be awarded the Castrol Maximum Performance which will be a $500.00 Wal-Mart gift certificate.

If you are a member of the Virginia Bass Federation you must be a member of FLW.

Each region director is to take back to their members on the following ideas to raise money for the state team. Increase the entry fee for one region tournament, hold one state team fund raising tournament, each region hold a state team fund raising tournament, or add $5.00 to the entry fee per contestant for the Chapter Team Championship. This is too be decided on at the November board meeting.

A Motion by Region 5, seconded by Region 7 to keep the Children’s Miracle Network tournament on Buggs Island Lake in June. This Motion PASSED with unanimous voice vote.

The federation will hold an open membership meeting January 20, 2007 at 1:00 p.m. at the Crossroads Inn.

The floor was open for nomination for President.

Region 5 nominated Roger Fitchett

The floor was open for nomination for Vice President.

Region 6 nominated Charlie Beale.

A Motion by Region 5, seconded by Region 7 to donate $100.00 to the Sportsman Reward Fund. This Motion PASSED with unanimous voice vote.

The Don Sprinkle Memorial tournament will be held September 17, 2006 at Mundin Point.

Region 8 had sixty-six boats participate in their open tournament on the Chickahominy River. Ray Allen wanted to thank everyone that fished it and to Alton Vaughan for his help.

The St. Jude’s tournament had 53 boats to participate.

A Motion by Region 9, seconded by Region 3 to waive the $700.00 entry fee for region 100 for the Fall Classic due to the extending circumstances. This Motion PASSED on the following vote.

Region 2 – Yes Region 6 – Yes Region 10 - Abstain

Region 3 – Yes Region 7 – Yes V. Pres. - Yes

Region 4 – Yes Region 8 - Abstain

There being no further business to come before the Board, the meeting was adjourned at 2:30 p.m.
