The meeting was called to order at 9:00 a.m. by the President at the Best Western, South Hill, Virginia.

Roger Fitchett welcomed Abe Street the new Region 4 Director and Doug Fisher the new Region 8 Director.

Correction to the November 21, 2004 minutes. Page two, paragraph twelve should be Region 8.

Motion by Region 3, seconded by Region 7 with the correction that the minutes of the November 21, 2004 board meeting be approved. Motion carried by unanimous voice vote.

Motion by Region 3, seconded by Region 2 to approve the treasurer’s report. Motion carried by unanimous voice vote.

Motion by Region 3, seconded by Region 2 to approve the boat raffle account. Motion carried by unanimous voice vote.

Roger Fitchett and Tad Phipps attend a meeting with the Lake Gaston Association on weed control. Roger and Tad will attend another meeting February 3, 2005.

Cyndi Martin who works at Bass headquarters in Montgomery , Alabama is leaving work because of a serous illness. All the federations are encouraged to make a donation to help with her expenses.

Motion by Region 5, seconded by Region 1 to make a donation of $100.00 to Cyndi Martin. Motion carried by unanimous voice vote.

House Bill 2029 is before the General Assembly that would penalize the stocking of invasive species. Please contact your representative and support this Bill.

John Britton reported that the two juniors that will advance to the 2005 Junior World Championship are Billy Arens and Shawn Britton.

The youth board has agreed to support a new Adult Youth Circuit. This will be an open tournament series, sponsored by Marshall Bassmasters. This tournament series will directly support the youth program.

There will be a two-day Junior tournament held on Lake Chesdin, October 21-23, 2005.

Articles for the Tight Lines are due February 18, 2005

Mid-Atlantic Division and the Eastern Division will fish together in Maine. That way the Mid-Atlantic Division will have a representative to go on and fish the Federation Championship.

Motion by Region 9, seconded by Region 5 to make a change to tournament rule # 23. This change is to allow for a bathroom break.

Motion by Region 9, seconded by Region 4 to make a change to tournament rule # 19. This change removes 50 yards of a gas tank and adds any area that is legally posted NO FISHING.

A non profit organization has formed to raise money to stock the lakes and rivers with bass. At this time the federation does not support an additional tournament fishing license fee. However, the federation does support CBAV (Concerned Bass Anglers of Virginia) and encourages all members to make donations. Directors are to take the information about CBAV back to their members and asked that they support the organization.

We are looking for proposals and ideas to generate more money from the boat raffle. One proposal has been presented and the region director was asked to take it back to their members.

A plaque was present to Ed Clayton as the outgoing Region 4 Director. Abe Street will present this plaque at the next region 4 meeting.

Motion by Region 4, at the Chapter Team Championship the top club get plaques for all the team members. Defeated due to no second.

Budget requests were turned into Charlie Beale.

Steve Bartneck has supported our federation for many years at our tournaments repairing boats and motors. Steve house caught fire Christmas morning and he lost his younger daughter, sister and a niece.

Motion by Region 5, seconded by Region 9 to make a donation of $500.00 to Steve Bartneck . Motion carried by unanimous voice vote.

It was the consensus of the board for Roger Fitchett to purchase twenty weigh-in bags.

A new tournament trailer will be budgeted in the 2005-2006 budget.

Echostar Bassmasters was accepted as a new club in Region 4.

Motion by Region 2, seconded by Region 6 to adjourn. Meeting adjourned at 2:00 p.m.
