Meeting was called to order at 9:00 a.m. by the Vice President at the Best Western, South Hill, Virginia.
Charlie Beale welcomed Roster Wells and Andy Gall. Mr. Wells dropped off the flyers for the open Boy Scouts of America tournament that will be held April 23, 2006.
Motion by Region 3, seconded by Region 6 to approve the minutes. Motion carried by unanimous voice vote.
Motion by Region 7, seconded by Region 2 to approve the treasurer’s report. Motion carried by unanimous voice vote.
Motion by Region 7, seconded by Region 9 to approve the boat raffle report. Motion carried by unanimous voice vote.
Joan Blankenship reported on the proposal to put a speed limit on Smith Mountain Lake. At this time the federation will not support the legislation if it should come to that.
Joan Blankenship attended a meeting with the Lake Gaston Stakeholders and Tim Horton from BASS. The Lake Gaston Stakeholders thinks that ESPN and the surrounding counties should pay for the expense to get rid of the grass in Lake Gaston
At this time Duke Energy is still having a problem getting the pipeline across Lake Holstein.
The JWC qualifying tournament was held on Lake Chesdin October 15, 2005. Chad Rutman and Billy Arnes will be advancing to the Junior World Championship that will be held February 24-26, 2005 in Kissimmee, Florida.
John Britton would like to have an assistant that will take care of the CastingKids paperwork.
Rick Wiswell will be John’s Tournament Director.
Maryland will be holding a Junior Invitational June 18, 2006 on the Potomac out of Smallwood State Park. Maryland would like to have a donation of $200.00 to help with expenses.
Virginia was asked to host a Junior Invitational in 2007 on Buggs Island.

Pete Herbst will no longer maintain the regions websites but will continue to maintain the federation’s website.
Articles for the spring issue of Tight Lines is due February 24, 2006
Motion by Region 7, seconded by Region 3 to except the formation of Region 10 and except them as a new region. Effective immediately.

There were ninety-three boats at the Children’s Miracle Network tournament at Smith Mountain Lake, October 2, 2005. A donation of $2,700.00 was made.
At the Children’s Miracle Network Classic tournament that was held on Smith Mountain Lake, November 6, 2005 there were eighty- four boats to participate. A donation of $1,900.00 was made.
Motion by Region 5, seconded by Region 9 to change the fish limit for the Children’s Miracle Network tournaments from eight fish to five fish limit.

Motion by Region 3, seconded by Region 6 to approve the schedule of events. Motion passed by unanimous voice vote.
Everyone thanked Andy Noel and Region 7 for an excellent job at the Fall Classic.
The host of the 2006 Fall Classic will be Region 8. The tournament will be on the Chickahominy River out of James City County Parks at Route 5 Bridge.
A letter was sent to Brian Lancaster at Mare Marine explaining what the federation would like to have if Mare Marine would like to support the Federation
Roanoke Valley Bassmasters II was accepted as a new club in Region 2.
Locust Shady Junior Anglers was accepted as a new junior club.
Marshall Bassmasters was accepted as a new club in Region 9
5 Rivers Bassmasters was accepted as a new club in Region 8.
All the names submitted for the 2006 CITGO ELITE SERIES were placed in a hat and drawn out in the order listed below. The first three names have a guaranteed entry into the non-boater side of the series. If anyone of the top three declines we will go down the list until we fill the slots.

Motion by Region 6, seconded by Region 7 that the Virginia B.A.S.S. Federation purchases a new tournament trailer. Motion passed by unanimous voice vote.
Motion by Region 9, seconded by Region 6 that the Directors discuss with their Presidents the latest dues issue between ESPN/BASS, the state federations, the Divisional Reps and The Bass Federation, Inc. (TBF). A decision is to be made whether or not our federation wants to join TBF. The results from each region are to be turned into the state board by December 15th.

The change in the paperwork for the weigh-in procedure went really good at the Fall Classic. This will continue on with the rest of the tournaments/
Bruce Lee with CBAV will attend the January board meeting.
If there are any By-law changes they are due at the January board meeting.
The raffle tickets and money are due at the January board meeting.
A list of ineligible clubs is due at the January board meeting.
David Sanders wanted thank everyone for their patience and support in forming Region 10.
