The meeting was called to order at 9:00 a.m. by the President at the Best Western, South Hill, Virginia.
Roger Fitchett welcomed Bubba Barksdale, Mike Papajohn, Representative of Region 1, Trenton Richardson, Representative of Region 4, Tim Love the new Region 5 Director and Andy Noel the new Region 7 Director.
DGIF re-scheduled for the March board meeting.
Motion by Region 3, seconded by Region 5 that the minutes of the November 16, 2003 board meeting be approved. Motion carried by unanimous voice vote.
Motion by Region 3, seconded by Region 2 to approve the treasurer’s report. Motion carried by unanimous voice vote.
Motion by Region 2, seconded by Region 5 to approve the boat raffle report. Motion carried by unanimous voice vote.
Tad Phipps sent Roger Fitchett an e-mail stating at this time nothing was going on as far as conservation.
The Casting Kids events at Bassarama will start at 12:30. The awards will be presented at 3:00 p.m.
The members of the Junior State Team are John Oliver, Matthew Goodwin, Shawn Britton, Dakota Jennings, Wayne Beaslee and Billy Arens. The team will be going to Vermont for the tournament July 6, 2004.
Roger Fitchett and Charlie Beale suggested to the board that a cap be put on the youth budget and John Britton said he could work with the figures.
A Tight Lines information sheet was passed out to the directors concerning the deadline for articles.
Directors were asked to please submit articles to Tight Lines for their region.
Still working on getting a corporate credit card.
Roger Fitchett asked the region directors to submit their dates for the youth fund raiser tournaments.
By-law changes were submitted and will be voted on at the March board meeting. These are the proposed changes that were submitted
(By-law change #1) By-law 8.1.26 the removal of and trophy fish may be returned to the participants who caught them when they request them for mounting and display. To read all fish that are alive at the completion of the scoring procedure shall be returned to the water by tournament officials except that the request of governmental, education and research agencies may be honored.
(By-law Change #2 ) By-law 8.1-27 change four fish in the livewell to five fish.
Motion by Region 5, seconded by Region 9 to change Tournament rule 14 to participants, throughout the official competition hours shall wear a life jacket only when the boat is on plane. This will be voted on at the March board meeting.
Budget requests were submitted to Charlie Beale.
Motion by Region 5, seconded by Region 9 to change the Children’s Miracle Network Classic guarantee payback from $6,000.00 to $5,000.00 and adding to second through tenth. Motion carried by unanimous voice vote.
Roger Fitchett asked that directors to sell ads for the front of the federation trailer. This money will go toward the youth budget.
The Virginia/Carolina Bass and Boat Show will be in South Hill February 6-8, 2004. The federation will be selling raffle tickets, there will be Casting Kids contest and the Kids Corner.
The Presidents and Bass met in Atlanta to discuss a five year plan.
There was a meeting with Don Cockran and the Divisional Representatives to discuss their role as representative and their role as officers of the Bass Federation Incorporation.
Bass will be holding a Junior Bassmasters World Championship for the first time. The World Championship will be similar to the adult Bassmasters Classic. This tournament will be held a week prior to the Bassmasters Classic.
Motion by Region 9, seconded by Region 5 to let Big Lick Bassmasters fish the first weekend of the Chapter Team Championship due to graduation at Virginia Tech.
Motion passed by unanimous voice vote.
The Mr. Bass information packets will be mailed out to the directors with the minutes and also with the entry form.
Anyone interested in helping at either or both Chapter Team tournaments please contact Ann Dalton.
Charlie Beale asked that each member sell at least one book of raffle tickets.
The Comfort Inn in Lorton has finished the parking lot with electrical hook ups.
Tim Love stated that he was happy to be a part of the board.
Motion by Region 3, seconded by Region 5 to adjourn the meeting. Meeting adjourned at 1:30 p.m.
