The meeting was called to order at 9:00 a.m. by the President at the Best Western, South Hill, Virginia.
Dean Fowler and Ron Southwick from DGIF gave a presentation on black bass.
If any club or region would like for DGIF to attend their meeting and do a presentation on black bass contact Dean Fowler at 804-367-8195.
Motion by Region 3, seconded by Region 2 that the minutes of the January 18, 2004 board meeting be approved. Motion carried by unanimous voice vote.
Motion by Region 3, seconded by Region 9 to approve the treasurer’s report. Motion carried by unanimous voice vote.
Motion by Region 2, seconded by Region 5 to approve the boat raffle report. Motion carried by unanimous voice vote.
The boat raffle ticket sales were down $12,000.00 from last year.
Roger Fitchett wanted to thank everyone one that helped sell boat raffle tickets.
Tad Phipps is still looking for a sponsor for the Conservation Award.
Tad Phipps has developed a list of helpful hints on how to clean your boat to keep from spreading virus and parasites from lake to lake.
The winners in the Casting Kids State finals were Alex Aspinwall and Austin Jones. They will be attending the semi finals in Tulsa Oklahoma April 23 & 24, 2004.
A Youth Award was presented to Ranger boats at Bassarama. Forrest Wood accepted the award and a photo book.
The National team for the Junior Bass World Championship will be Dakota Jennings and Shawn Britton. This event will be held July 24-26, 2004 on Lake Norman.
The Junior State Team that will go to Vermont in July is Matthew Goodwin, Shawn Britton, Dakota Jennings, Wayne Beasley, Billy Arens, John Oliver and Justin Carr as the alternate.
Directors were asked to help sell ads for Tight Lines.
Tight Lines will be mailed out the first week of April.
Roger Fitchett asked the region directors for the dates for their youth fund raiser tournaments. At this time none has been finalized.
A motion to change Tournament rule 14 (participants, throughout the official competition hours shall wear a life jacket only when the boat is on plane) was submitted by Region 5, seconded by Region 9.

Motion defeated.
A motion to change By-law 8.1-26 (all fish that are alive at the completion of the scoring procedure shall be returned to the water by tournament officials except that the request of governmental, education and research agencies my be honored) was submitted by Region 7, seconded by Region 9.

Motion passed. Effective date October 1, 2004.
Motion to change By-law 8.1-27 (at no time shall a competitor have more than five fish in the live well. Possession of more than five fish in your livewell will result in disqualification) was submitted by Region 7, seconded by Region 1.

Motion defeated.
The proposed budget for 2004-2005 was discussed and will be voted on at the June board meeting.
Any director that would like to submit prices and types of boat for the 2006 raffle boat must do so at the September board meeting.
The federation is in dire need to generate revenue. The region directors will discuss this with their members.
Motion by Region 3, seconded by Region 5 that the board reaffirms its position on the tournament rules that no one can fish the Chapter Team tournament if added to the roster after the January 31st deadline.

Motion by Region 5, seconded by Region 9 that the donation for the Children’s Miracle Network will remain 25/75 of the proceeds. One opposed. Motion passed.
Mr. Sooperbass Tackle Company and O2 Rainwear will not longer be a federation sponsors.
New sponsors are Guest Battery Charger, Murphy’s Propeller and Pennzoil Marine.
June Bug Bass Club was accepted as a new club in region 6.
Any club or region launching at Williams Landing needs to call and let them know the date you are having a tournament there. When the tournament is over and all the ramp fee has been collect, take it up to Mrs. Williams.
Region 5 will hold an open tournament April 4, 2004 at Grassy Creek.
Motion by Region 2, seconded by Region 3 to adjourn the meeting. Meeting adjourned at 2:30 p.m.
