The meeting was called to order at 9:00 a.m. by the President at the Best Western, South Hill, Virginia.
Roger welcomed Ray Allen Assistant Region 8 Director, Vic Hamlett from region 4, and Gary Martel from DGIF.
Gary Martel gave a report on the snakehead fish in the Potomac River. DGIF is asking the fishermen if they catch any snakehead fish to kill them and call DGIF. If you need any more information go to the DGIF website.
Motion by Region 9, seconded by Region 7 that the minutes of the March 14, 2004 board meeting be approved. Motion carried by unanimous voice vote.
Motion by Region 9, seconded by Region 5 to approve the treasurer’s report. Motion carried by unanimous voice vote.
Motion by Region 5, seconded by Region 9 to approve the boat raffle report. Motion carried by unanimous voice vote.
Tad Phipps is still looking for a sponsor for the Conservation Award.
Tad Phipps talked with Dan Wilson of DGIF Forest, Virginia office, the copepod is still being found in a large percentage of stripers and 20% of largemouth bass.
Tad is working to create a small baggie that contains chemicals and directions on it to hand out the anglers upon leaving Smith Mountain Lake to apply to their livewells. Anyone knowing of a bleach company who might be willing to donate some powdered bleach for this project contact Tad.
There will be a meeting between Bass officials from North Carolina, Virginia and national BASS to discuss the spraying at Lake Gaston. Anyone interested in joining the Lake Gaston Weed Control Council contact Tad Phipps.
There was a State Youth Championship tournament held on the Chickahominy Lake, June 8, 2004.
John Britton wanted to remind everyone about the open youth fund raiser tournament on Claytor Lake August 14, 2004.
John Britton will be taking the team for the Junior Division tournament to Vermont in July.
John Britton reported that there are 9 Youth clubs with 136 members.
All articles for the fall issue of Tight Lines are due August 16, 2004.
The federation has decided to get a debit card instead of a corporate credit card. This will be used by the Vice President for the East Division expenses.
At the March board meeting the directors were ask to discuss with their members how to generate revenue for the federation. These are the suggestions, raise the state dues $5.00, drop the Tight Lines, reduce the cost of the raffle ticket to a $1.00, each members must sell at least one book of tickets and increase the field of boats in the Fall Classic. These ideas are to be taken back to the members and will be discussed at the July board meeting.
Roger Fitchett wanted to thank Abby Ryan for an outstanding job of putting the Lowrance award book together.
Roger Fitchett wanted to thank John Britton for providing information and pictures for the book. Also, Peter Herbst and Pete Robbins for contributing to the Lowrance award book.
The Virginia B.A.S.S. Federation won first place in the East Division for the Lowrance award and $2,000.00
Motion by Region 5, seconded by Region 4 to give Abby Ryan a $100.00 gift certificate.

Motion by Region 5, seconded by Region 3 to approve the 2004-2005 raffle budget and general account budget. Motion passed by unanimous voice vote.
The board voted to give Ann Dalton, Secretary/Treasurer a salary increase.
BASS has reserved three slots on the amateur side in the CITGO Bassmaster Tour tournament for members of the state federations.
Directors were asked to take the information on the three slots for the Tour back to their members. If anyone is interested his or her names should be brought to the July board meeting.
There were seventy-four boats that participated in the Children’s Miracle Network Charity tournament June 6, 2004 on Buggs Island. A $1,500.00 donation was made to the Kings Daughter hospital in Norfolk.
Roger Fitchett asked Russ Shetley if he and Bill Haire could get volunteers for the Children’s Miracle Network tournament for August 28, 2004.
Region 5 will host the Fall Classic on Buggs Island. Tim Love was asked to have fifteen people to help with the tournament and a rescue boat.
Purolator will give $1,000.00 to the overall big fish winner at each divisional tournament.
There are four MotorGuide trolling motors available for any director that would like to purchase and raffle off for their region. To be fair a drawing will be held.
Kerr Lake Bassmasters and Country Boys Bass Club were accepted as a new club by Region 5.
Motion by Region 3, seconded by Region 2 to donate $100.00 to the Virginia Sportsman Reward Fund.

Russ Shetley wanted to let everyone know that if you fish above the Wilson Bridge on the Potomac River you will be given a ticket by the Game Warden if you have not taken the Coast Guard Safety course. This course is on the website.
Charlie Beale wanted to let everyone know that at the Children’s Miracle Network tournament at Buggs Island we had no help.
With the consensus of the board the federation will help with the tournament that will be held by the Boy Scouts of LaCrosse next year.
Motion by Region 5, seconded by Region 3 to adjourn the meeting. The meeting was adjourned at 2:30 p.m.
