The meeting was called to order at 9:00 A.M. by the President at the Best Western, South Hill, Virginia.
Roger Fitchett welcomed John Terry Assistant Region 6 Director.
Correction to the minutes of the January 19, 2003 board meeting. Page three, paragraph thirteen add points discussed about reducing expenses.
Motion by Region 3, seconded by Region 2 with the correction that the minutes of the January 19, 2003 board meeting be approved. Motion carried by unanimous voice vote.
Motion by Region 4, seconded by Region 6 to approve the treasurer’s report. Motion carried by unanimous voice vote.
Motion by Region 7, seconded by Region 6 to approve the raffle report. Motion carried by unanimous voice vote.
Roger Fitchett wanted to thank the regions for the sale of raffle tickets.
Roger Fitchett wanted to thank all the volunteers that sold tickets at Bassarama.
Motion by Region 4, seconded by Region 8 to adopt the Conservation Award guideline presented by Tad Phipps. Motion carried by unanimous voice vote. This award will be presented at the January board meeting.
Tad Phipps contacted Duke Energy and they will allow Tad on site when they put the pipeline across the trout streams.
The Junior Invitational will be held July 11, 2003 at Buggs Island Lake.
The State Casting Kids finals at Bassarama had 36 kids to participate. The winners were Matthew Gentry and Shawn Britton.
John Britton asked that everyone please support the youth open tournaments.
There will be a junior tournament held April 5, 2003 at North Landing River
Tight Lines will be mailed out by Friday.
Articles for the next Tight Lines are due May 1, 2003.
Roger Fitchett wanted to thank Brenda and Charlie Beale for doing the Tight Lines.
The Virginia B.A.S.S. Federation is still looking for a Tight Lines editor.
Motion by Region 4, seconded by Region 8 that in order for a club to win any award for raffle ticket sales that club must have sold at least 1000 ticket in that year’s raffle..

Motion failed.
Motion by Region 9, seconded by Region 1 there will be no reimbursement for Saturday night meals for the board members, youth director and youth coordinators at board meetings, effective immediately.

The discussion of selling ad on the web site was tabled until the June board meeting.
The discussion of selling e-mail addresses was tabled until the June board meeting.
A 2003-2004 budget proposal was submitted and will be voted on at the June board meeting.
The East Division now has fourteen federation. Nations Capital Bass Federation is an official federation.
Children’s Miracle Network flyers were passed out to the directors. The entry form can be download from the Virginia B.A.S.S. Federation website.
New sponsors for the federation are Fishing Pro Tech, Gary Yamamoto, Easy Retriever, Inhibitor and Lee Sisson Lures.
Motion by Region 4 to change the boat requirement was tabled until the June board meeting.
Mason Neck Anglers and Waterdawg Bass Anglers were accepted as new clubs in Region 9.
Twin-State Bassmasters was accepted as a new club in Region 4.
Borderline Backlasher Club was accepted as a new club in Region 7.
The winner of the 2003 raffle boat was Mike Gibson from Bump-A-Stump Bassmasters, Region 3.
Everyone that belongs to the Virginia B.A.S.S. Federation must be a member of B.A.S.S. in order to fish any federation tournaments.
Charlie Beale wanted to thank Bonnie Wood for her work on the raffle tickets.
Motion by Region 2, seconded by Region 7 to adjourn the meeting. The meeting was adjourned at 2:30 P.M.
