The meeting was called to order at 9:00 A.M. by the President at the Best Western in South Hill, Virginia.
Roger Fitchett welcomed Peter Herbst Virginia B.A.S.S. Federation Webmaster, Tad Phipps new Conservation Director and Jim Geiser secretary of Region 7.
Correction to the minutes of the November 17, 2003 meeting. Page two, paragraph seven Region 4 voted no on rule number 20.
Motion by Region 3, seconded by Region 2 with the correction that the minutes of the November 17, 2003 board meeting be approved. Motion carried by unanimous voice vote.
Motion by Region 3, seconded by Region 6 to approve the treasurer’s report. Motion carried by unanimous voice vote.
Motion by Region 9, seconded by Region 1 to approve the raffle report. Motion carried by unanimous voice vote.
Peter Herbst discussed the rental of e-mail addresses of the federation members to company’s that pertain to fishing. Information on issues such as conservation and Children’s Miracle Network entries can be sent to all members. A block can be put on the ones that do not want to receive any information. A letter of permission to release e-mail address would be sent to all members if this were approved.
Directors are to discuss this with their members.
Tad Phipps passed out proposed bills that will be submitted at the General Assembly. Tad asked that everyone contact his or her representative to oppose House Bill 2154.
Tad Phipps tried to contact Mr. Newcomer with Duke Energy concerning the pipes lines that will be crossing the trout streams. Tad wanted to know what impact it would be on the spawning.
According to a report Virginia is last in the Nation in spending for conservation. If anyone has any suggestion or questions contact Tad Phipps.
Tad Phipps suggested that a conservation award be given to a club each year. This award would be presented at Bassarama.
Casting Kids State finals will be held at Bassarama January 25, 2003.

The Kids corner will have a new item thanks to Virginia Game and Inland Fisheries. DGIF has agreed to set up a fishing simulator for use by kids only.
John Britton reported that the federation has a new junior club in region 7.
Youth open tournament circuit has been completed. The dates are April 19th at Lake Anna, August 23rd at Claytor Lake, September 13th on the Potomac River and the classic October 19th at Lake Anna. The adult open tournament is May 25th in Farmville.
As of this date there are nine states attending the Virginia Junior Invitational.
Charlie and Brenda Beale are working on the March issue of Tight Lines. Send articles and pictures to Charlie. Directors please solicit ads for Tight Lines. Any suggestions or help is more than welcomed.
There was a consensus of the board that for the 2004 Bassarama Kids Casting event that the federation will only refund ticket cost for the kids.
The Virginia/Carolina Bass and Boat show will be in South Hill February 7-9, 2003. The federation will be selling raffle tickets, there will be Casting Kids contests and the Kids Corner.
There was a meeting with FLW concerning the classic that will be held in Richmond in September. FLW is asking for help in providing camera boats, truck drivers and volunteers to work the doors at the show.
Roger Fitchett asked that directors sell ads for the front of the trailer. This money will go toward the youth budget.
Information for the Mr. Bass tournament was passed out. Region 7 is the hosting region.
Tim McCoy gave the audit report.
Budget request was submitted to Charlie Beale.
A discussion of eliminating the $150.00 prize for the top selling club from each region, or eliminating the free entries to the Chapter Team and Mr. Bass Championship. This will be discussed again at the March board meeting.
There was a discussion of requiring the clubs to sell at least six books of tickets, if not they will not be eligible to fish the state qualifying tournaments. This will be discussed again at the March board meeting.
There was a suggestion from Region 2 to raise the dues to $40.00 and not have a boat raffle.
A suggestion was made to change the mileage from thirty cents a mile to twenty five cents a mile.
Shelor Outdoor Bassmasters was accepted as a new club in Region 4.
Bill Haire wanted to remind everyone about the Chantilly show January 30 through February 2, 2003.
Ed Clayton wanted to thank Tim McCoy for a great audit report. Ed also wanted to know what the board thought about changing the boat and motor requirement for state qualifying tournaments.
Jim Geiser had a letter from Rob Wilkinson stating that his concern about the fish being released at the Fall Classic. Rob felt that the fish were being released from a long distance up.
Russ Shetley wanted to thank Tim McCoy for the audit report.
Motion by Region 3, seconded by Region 2 to adjourn the meeting. The meeting was adjourned at 3:00 P.M.
