The meeting was called to order at 9:00 a.m. by the President at the Best Western, South Hill, Virginia.
Roger Fitchett welcomed Carl Overstreet, Representative of Region 2 and Jim Geiser, Representative of Region 7.
Motion by Region 3, seconded by Region 2 that the minutes of the July 13, 2003 board meeting be approved. Motion carried by unanimous voice vote.
Motion by Region 4, seconded by Region 5 to approve the treasurer’s report. Motion carried by unanimous voice vote.
Motion by Region 3, seconded by Region 6 to approve the boat raffle report. Motion carried by unanimous voice vote.
Tad Phipps is still looking for sponsors for the Conservation Award.
Tad Phipps is involved with American Sports Fishing on the study of the affects of lead in the water.
Tad Phipps went to a meeting with Duke Power to discuss the building of a power plant on the New River. Tad Phipps will attend another meeting at a later date.
There are three new Youth Coordinators. Carl Overstreet, Region 2, Tim Mick, Region 3 and Trenton Richardson, Assistant for Region 4.
The Junior National’s were held in Missouri.
The Junior National’s will be held in conjunction with the Federation Championship in April.
John Britton reported that twenty-three boats participated in the Claytor Lake Youth Fund raiser.
A MotorGuide trolling motor was available for any director that would like to purchase and raffle off for their region. To be fair the following motion was made.
Motion by Region 9, seconded by Region 5 that each director be given a raffle ticket for the trolling motor and a winner be drawn from those tickets.. Motion carried by unanimous voice vote.
Region 4 won the drawing.
All articles for the winter issue of Tight Lines are due November 14, 2003.
There were 500 boat raffle tickets sold at the FLW, Jacob Cup outdoor show.
Roger Fitchett thanked Stuart Wood for a job well done finding volunteers for the FLW, Jacob Cup tournament.
Roger Fitchett thanked Bonnie Wood, Alton Vaughan and Ann Dalton for selling raffle tickets.
The meeting at the Bassmasters Classic with the state president and ESPN was long and strenuous. Dean Kessel, General Manager asked the federations to give BASS six months to get things organized.
After House Bill 38 was passed the Department of Game and Inland Fisheries has been tying to generate money. There is a proposal by DGIF to charge a fee at all game owned faculties. Anyone with a hunting, fishing, trapping licenses or has a boat registered in Virginia would be exempt from the charges. Another meeting is schedule to finalize this proposal.
There were eighty-six boats that participated in the Children’s Miracle Network Charity tournament August 24, 2003 on the Potomac River. A $2,000.00 donation was made to the Children’s Miracle Network.
Roger Fitchett ask for volunteers for the Children’s Miracle Network Charity Classic tournament in November at Buggs Island.
Once again BASS is reserving three slots on the amateur side in all CITGO Bassmaster Tour tournament for members of state federations.
Motion by Region 1, seconded by Region 3 that each director take the information on the three slots for the Tour back to their members. All names should be brought back to the November board meeting and three names will be drawn.
The Virginia state team finished 10th at the East Division Championship.
The winner from the Virginia team was Vernon Wilson, he will go on to the National Championship.
Motion by Region 5, seconded by Region 9 in the event a team member withdraws from the team for any reason, he/she acknowledges that he/she is responsible for any expenses incurred by the Virginia Federation on his/her behalf and agrees to reimburse the Virginia Federation the entire sum.

Motion passed.
Motion by Region 3, seconded by Region 2 that a letter be written to Les Ore to reimburse the expenses of clothing purchased by the Virginia Federation for the East Division tournament due to his withdraw. Motion carried by unanimous voice vote.
Motion by Region 4, seconded by Region 6 to get a corporate credit card and that it be paid off at the end of the month after any charges. Motion carried by unanimous voice vote.
The 2003 Fall Classic has been re-located due to the damage at Leesylvania State Park from the hurricane. The Fall Classic will be held on Buggs Island.
Bill Haire wanted to let all the directors know that any region wanting to hold their Fall Classic on the Potomac River that region 1 would do all the work.
The 2004 Fall Classic will be held on Buggs Island, North Bend Park hosted by Region 5.
The floor was open for nomination for President.
Region 9 nominated Roger Fitchett
The floor was open for nomination for Vice President.
Region 3 nominated Charlie Beale.
Charlie Beale wanted to thank all the State Team members for a job well done.
Scotty Stephenson wanted to thank Charlie and Roger on behalf of the members that made the state team from region 6 for a job well done at the East Division.
Motion by Region 9, seconded by Region 5 to donate $200.00 to the Virginia Sportsman Reward Fund. Motion passed by unanimous voice vote.
Bill Haire wanted to thank Roger for his help in getting the Fall Classic re-located.
Motion by Region 3, seconded by Region 6 to adjourn. The meeting was adjourned at 1:30 p.m.
