The meeting was called to order at 9:00 a.m. by the President at the Best Western, South Hill, Virginia.
Roger Fitchett welcomed Trenton Richardson, Representative of Region 4.
Motion by Region 7, seconded by Region 3 that the minutes of the September 28, 2003 board meeting be approved. Motion carried by unanimous voice vote.
Vic Dicenco will attend the January board meeting to give a report on Buggs Island Lake. Dean Fowler from DGIF will attend the March board meeting to give a report on the overall fishing in Virginia.
Motion by Region 7, seconded by Region 3 to approve the treasurer’s report. Motion carried by unanimous voice vote.
Motion by Region 2, seconded by Region 3 to approve the boat raffle report. Motion carried by unanimous voice vote.
Tad Phipps wanted to make sure all regions know that the deadline to send in entries for the conservation award is the end of this month.
Tad Phipps is still looking for a sponsor for the Conservation Award.
Tad Phipps went to the Duke Power Plant hearing and told them the Virginia B.A.S.S. Federation opposed the permit for the power plant.
The Youth Fall Classic tournament was held at Hope Springs Marina, since Leesylvania was closed due to the storm. The manager at the marina asked that the 2004 tournament be held there. This tournament will be held September 25, 2004.
The Youth State Championship tournament has been moved to April 10, 2004 and will be held on Chickahominy Lake.
The August Summer Feast will be held August 10-14, 2004 at Claytor Lake State Park.
The Junior National will be May 2-8, 2004 site to be announced.
The Junior Invitational will be held in Vermont, July 9, 2004.
The Casting Kids Awards will be presented at Bassarama, January 24, 2004.

The winter issue of Tight Lines will be in the mail before Christmas.
A letter was written to Les Ore requesting he reimburse the expenses of the clothing purchased by the Virginia B.A.S.S. Federation for the East Division tournament due to his withdraw.
Roger Fitchett received a phone call from Les Ore saying he would not reimburse the federation for the clothing.
Motion by Region 3, seconded by Region 2 not to pursue the reimbursement from Les Ore for the clothing. Motion carried by unanimous voice vote.
There were eighty-seven boats at the Children’s Miracle Network tournament at Smith Mountain Lake. A donation of $2,000.00 was made to the Children’s Miracle Network.
Roger Fitchett thanked Steve Woodroof for all the items he got donated for the auction and door prizes.
There were ninety boats that participated in the Children’s Miracle Network Classic tournament November 2, 2003 on Buggs Island Lake. A $2,150.00 donation was made to the Children’s Miracle Network.
There were four names submitted for the three slots on the amateur side in the CITGO Bassmaster Tour. A drawing was done and these are the ones going to Lake Guntersville, Alabama, February 24-27, 2004.
The application for the corporate credit card has been completed and will be given to the bank.
The directors were asked if they would hold a youth fund raiser tournament in their region. At the January board meeting the directors are to submit the date that they will be holding their tournament.
The Virginia/Carolina Bass and Boat show will be held in South Hill February 6-8, 2004. The federation will sell tickets on the raffle boat.
The 2004 Mr. Bass contract from Smith Mountain Lake Chamber of Commerce/Partnership has been signed and returned.
The 2004 Chapter Team and Fall Classic contracts from South Hill Chamber of Commerce have been signed and returned.
Roger Fitchett will be attending a meeting with BASS/ESPN and all the other state presidents to develop a five year plan.
A letter was sent to Roger from Moneta Bassmasters stated that their board voted to disaffiliate from the Virginia B.A.S.S. Federation, as well as dissolving their club. They felt they could no longer support the Federation in light of the decision to deny Moneta Bassmasters request for a refund or credit for the state qualifying tournament fees paid in May 2003
Any By-law changes must be submitted at the January board meeting.
A list of ineligible clubs is due at the January board meeting.
Raffle tickets and money are due at the January board meeting.
Budget requests are due at the January board meeting.
Motion by Region 3, seconded by Region 7 that Roger Fitchett be reelected as President. Motion passed by unanimous voice vote.
Motion by Region 3, seconded by Region 7 that Charlie Beale be reelected as Vice President. Motion passed by unanimous voice vote.
Bill Haire wanted to thank everyone for all the help in getting the Fall Classic moved.
Steve Woodroof wanted to thank everyone for a good year.
Stuart Wood wanted to wish everyone Happy Holidays.
Joan Holmes said it has been nice.
Wayne Hayes said it had been nice working with everyone.
Charlie Beale wanted to thank all the people that volunteered at the tournaments. Also, Steve Woodroof for a great job at the Children’s Miracle Network at Smith Mountain.
Roger Fitchett wanted to thank the board for all their help.
Outgoing directors are Joan Blankenship, Region 5 and Wayne Hayes, Region 7.
Motion by Region 3, seconded by Region 2 to adjourn the meeting. The meeting adjourned at 1:30 p.m.
