The meeting was called to order at 9:00 a.m. by the President at the Best Western, South Hill, Virginia.
Roger Fitchett welcomed Mike Papajohn, Representative of Region 1 and Ray Allen, Region 8 Assistant Director.
Motion by Region 3, seconded by Region 2 that the minutes of the March 17, 2003 board meeting be approved. Motion carried by unanimous voice vote.
Motion by Region 4, seconded by Region 6 to approve the treasurer’s report. Motion carried by unanimous voice vote.
Motion by Region 2, seconded by Region 6 to approve the boat raffle report. Motion carried by unanimous voice vote.
If anyone has any ideas for prizes to present to the winner of the Conservation Award contact Tad Phipps.
A junior tournament was held at the Mr. Bass tournament. Krusty-Krab Junior Anglers club won overall and Mathew Jennings was the first place winner. John Britton wanted to thank everyone from region 7 for their help with the tournament.
The open Youth Fund Raiser tournament held at Lake Anna only had seven boats. John Britton asked that everyone come and support the youth tournaments.
The third annual Adult/Youth open tournament was held at Sandy River in Farmville.
Motion by Region 4, seconded by Region 3 to change tournament rule 15 to increase the boat length to seventeen feet and the horsepower to seventy-five.

Motion by Region 7, seconded by Region 4 to allow our Webmaster to sell ads for the Virginia B.A.S.S. Federation website.

There have been ten youth ads sold for the front of the tournament trailer.
The 2004 Mr. Bass will be held on Smith Mountain Lake hosted by Region 2.
The board voted to give Ann Dalton, Secretary/Treasurer a salary increase.
The top winner for selling new bass membership was Marshall Junior Bass Anglers.
Motion by Region 5, seconded by Region 3 to approve the 2003-2004 raffle budget. Motion carried by unanimous voice vote.
The first Children’s Miracle Network tournament was held on Buggs Island Lake, June 8, 2003, there were eighty-seven entries. A $2,000.00 donation was made to the Children’s Miracle Network.
The NWRC and North Carolina Bass Federation has asked for the Virginia B.A.S.S. Federation’s help in conducting a Bass Mortality study on Kerr Lake on September 6, 2003. Anyone interested, contact your region director.
A letter from Moneta Bassmasters and Big Lick Bassmasters was read requesting a refund of the entry fee for the Chapter Team Championship.
Motion by Region 9, seconded Region 6 not to refund the entry fee to Moneta Bassmasters for the Chapter Team Championship and Big Lick Bassmasters the entry fee and expenses.

Motion by Region 7, seconded by Region 3 to pay Bobby Shetley $200.00 due to an error in payback at the Chapter Team Championship.

Krusty-Krab Junior Anglers was accepted as a new junior club.
Collinsville Bassmasters was accepted as a new club in Region 5.
Hampton Roads Fishing Team was accepted as a new club in Region 7.
Foggy Bottom Bassmasters was accepted as a new club in Region 4.
Motion by Region 9, seconded by Region 2 to sell the federation’s generator, which is no longer used for $50.00. Motion carried by unanimous voice vote.
Wayne Hayes discussed the mistake that was on the Chapter Team patches. No new patches will be ordered.
Scotty Stephenson discussed that clubs not schedule events on the federation event dates.
Motion by Region 3, seconded by Region 2 to adjourn to meeting. The meeting was adjourned at 2:00 p.m.
