The meeting was called to order at 9:00 A.M. by the President at the Best Western in South Hill, Virginia.
Roger Fitchett welcomed Cody Hayes.
Motion by Region 7, seconded by Region 9 that the minutes of the September 15, 2002 board meeting be approved. Motion carried by unanimous voice vote.
Motion by Region 5, seconded by Region 9 to approve the treasurers report. Motion carried by unanimous voice vote.
Motion by Region 9, seconded by Region 3 to approve the raffle report. Motion carried by unanimous voice vote.
A letter from Peter Herbst was passed out to the directors explaining some ideas concerning the website and Tight Lines.
Mitchell Perkins reported that there will be another budget cut for DGIF.
Hanover County has given permission to start the construction on the pipeline to the Pumkeuney River, but has not given permission to start dumping sewage.
The gas pipeline is still on hold.
The next issue of Tight Lines will be out before Christmas.
Roger Fitchett thanked Ed Clayton, Region 4 Director for a job well done in hosting the Fall Classic.
Motion by Region 5, seconded by Region 2 that the tournament rule change submitted by Region 9 be approved as amended. Rule number 20, pertaining to the pairings

Motion passed. Effective date January 1, 2003.
Virginia finished eleventh at the East Division Championship tournament. Shannon Fletcher finished first from Virginia. and will go on to compete at the Federation Championship tournament.
John Britton reported that the 2003 Junior State team has been picked.
As of this board meeting nine states have committed to attend the Junior Invitational tournament that will be held on Buggs Island.
During the youth board meeting there was a discussion of the Junior Invitational and finalization of the open Youth Fund Raiser tournament.
If any region is interested in hosting an open Youth Fund Raiser tournament please contact John Britton.
Kenny Brown has volunteered to be the Region 1 Youth Coordinator.
The federation will be selling B.A.S.S. memberships at Bassarama.
The Virginia/Carolina Bass and Boat show will be in South Hill February 7-9, 2003. The federation will sell tickets on the raffle boat.
The FLW, Jacobs Cup will be held in Richmond on the James River September 10-13, 2003.
The Virginia B.A.S.S. Federation has been asked by FLW to help with the tournament.
Motion by Region 4, seconded by Region 1 to purchase a Ranger boat for the 2004 boat raffle from Bills Marine.

Motion passed.
Roger Fitchett will sign the Ranger Team Federation contract.
Motion by Region 3, seconded by Region 7 that Roger Fitchett be reelected as President. Motion passed by a show of hands.
Motion by Region 5, seconded by Region 6, that Charlie Beale be reelected as Vice President. Motion passed by a show of hands.
Motion by Region 5, seconded by Region 6 to let Virginia Ranger fish the first Chapter Team Championship tournament instead of the second one so Shannon Fletcher can fish the Federation Championship tournament. Motion passed by unanimous voice vote.
Mr. Bass information packet will be passed out at the January board meeting.
Motion by Region 4, seconded by Region 5 that a polygraph test be given at team tournaments that have a payback or prizes of $4,000.00 or more. Motion passed by unanimous voice vote.
Budget requests are due at the January board meeting.
Any By-law changes are due at the January board meeting.
A list of ineligible clubs is due at the January board meeting.
Raffle tickets and money are due at the January board meeting.
Shenandoah Valley Junior Anglers were accepted as a new junior club in Region 9.
Joan Holmes wanted to wish everyone Happy Holidays.
Motion by Region 3, seconded by Region 2 to adjourn the meeting. The meeting was adjourned at 2:30 P.M.
