The meeting was called to order at 9:00 A.M. by the President at the Best Western in South Hill, Virginia.

Roger Fitchett welcomed Ray Allen, Region 8 Assistant Director.

Correction to the January minutes, a By-law change 1.2-1 and 4.3-6 was submitted by Region 5, seconded by Region 7 to be voted on at the March board meeting was left out of the January minutes.

Motion by S. Wood, seconded by S. Stephenson that the minutes of the January 20, 2002 minutes be approved. Motion carried by unanimous voice vote.

Motion by W. Hayes, seconded by S. Wood to approve the treasurer’s report. Motion carried by unanimous voice vote.

Motion by S. Woodroof, seconded by S. Stephenson to approve the raffle account. Motion carried by unimous voice vote.

Mitchell Perkins reported that DGIF budget will be cut 5.9 million dollars over the next two years. There will be a titling increase, from $4.00 to $9.00.

DGIF would like records from clubs on fish caught on the Chickahominy River from last year. They would also like to have them for the year 2002.

Joan Blankenship has resigned as Tight Lines editor. Mrs. Blankenship agreed to do the next issue if someone will edit it. Anyone interested in doing Tight Lines, contact Roger Fitchett.

Motion by Region 5, seconded by Region 7 to change By-law 1.2-1 Principal Address. The principal address of the Federation shall be the residence of the President, or other address he may select with the Board concurring. Edit to read he/she.

Motion by Region 5, seconded by Region 7 to change By-law 4.3-6 Duties of Appointed Regional Officials. Their respective regional committee shall define duties of officials appointed by their directors to serve their regions except that the assistant to the director shall, as directed by the director and in his absence. Exercise his proxy at meetings of the Board. Edit to read his/her.

The contract from South Hill for the Chapter Team tournaments has been signed and returned to Mr. Fitchett.

A representative from each Division had a meeting with ESPN. Roger Fitchett was the Eastern Divisional representative. This meeting was to discuss conservation, youth, benefits of our federation to ESPN and numbers and accomplishments of our federation. A list of what the federations wanted, and expected from ESPN was presented to them. The meeting was very successful.

Richmond Scale is working on getting a read out for the scales.

Motion by Region 9, seconded by Region 3, that the federation take no position on the request from Tim Meadows to have David Dehart banned from the federation, due to the pending lawsuit.

Motion passed.

Motion by Region 9, seconded by Region 5 to donate $150.00 to the Virginia Wildlife Crime Line. Motion passed by unanimous voice vote.

Ed Clayton will represent the federation at the Virginia Tech Farm and Family Showcase.

Information was passed out about the Berkley Big Bass Program.

Brett Levin from DGIF is developing a web link with the clubs name from each region.

DGIF will have the tanker trucks at Mr. Bass and both Chapter Team Championships to release the fish at other locations.

The federation will help with a tournament to be held on Buggs Island Lake for the Special Olympics. At this time no date is confirmed.

A 2002-2003 budget proposal was submitted and will be voted on at the June board meeting.

Motion by S. Wood, seconded by S. Woodroof to adjourn the meeting. The meeting was adjourned at 2:00 P.M.
