The meeting was called to order at 9:00 A.M. by the President at the Best Western in South Hill, Virginia.

Roger Fitchett welcomed Ron Southwick and Dean Fowler from the Department of Game and Inland Fisheries. Pete Herbst, Virginia B.A.S.S. Federation webmaster and Ray Allen, Region 8 Assistant Director.

Correction to the January 21, 2001 minutes. Page three, first line should read not to exceed $3,000.00.

Motion by S. Robinson, seconded by S. Ryan with the correction that the minutes of the January 21, 2001 board meeting be approved. Motion carried by unanimous voice vote.

Motion by S. Robinson, seconded by S. Ryan to approve the treasurer's report. Motion carried by unanimous voice vote.

Motion by S. Wood, seconded by E. Clayton to approve the boat raffle report. Motion carried by unanimous voice vote.

Any lost boat raffle tickets or books must be paid for.

The 2002 Ranger raffle boat will be available for clubs to display for ticket sales.

A suggestion was made that the ad rate for Tight Lines be increased next year. Joan Holmes will check on other publication ad prices.

The Awards booklet was sent to B.A.S.S. Abby Ryan reported that Tight Lines was submitted as an all volunteer project. Also, included was charity events, community service and youth events.

Youth Appreciation awards were presented to the following:
2000 Individual of the Year - Cheryl Noel
2000 Club of the Year - Black Hollow Bassmasters
2000 Region of the Year - Region 7

The By-laws and Tournament Rules amendments require a two thirds vote.

A motion to change Tournament rule 27 (To change the rule from a four fish limit back to a five fish limit) was submitted by Region 1, seconded by Region 7. Voted on as follows:

A motion to change By-law 7.2-3 (Each Chapter shall send a representative to provide help for Youth Day or participate in 50% of all other Regional Youth activities) was submitted by the Vice President, seconded by Region 7. Voted on as follows:

A motion to change By-law 4.3-7 (Each region shall have a Youth Coordinator to represent Region at State Youth meetings. To assist chapters at youth events, and to coordinate Youth Day) was submitted by the Vice President, seconded by Region 7. Voted on as follows:

A motion to change By-law 4.3-8 (Each region shall have a Youth Day on or near the first weekend in June) was submitted by the Vice President, seconded by Region 3. Voted on as follows:

A motion to change By-law 4.6-1(No person shall hold the office of President for a period of more than two consecutive years) was submitted by Region 9, no second.

A motion to change By-law 7.2-5 (Omit the word or in the first sentence) was submitted by Region 3, no second.

A motion to change By-law 7.1-4 (Only those clubs be inserted before the sentence beginning at the January board meeting) was submitted by Region 3, no second.

The budget for 2001-2002 was discussed and will be voted on at the June board meeting.

Motion by Region 3, seconded by Region 6 that the Virginia B.A.S.S. Federation donate 75% of the net proceeds of the charity tournaments to the Children's Miracle Network. This will not effect the payback.

A donation of $1,000.00 by Bill's Marine to the Children's Miracle Network "Classic" tournament will be added to the payback.

Silver Buddy will no longer be a Federation sponsor.

Garland Products will donate 5% of their sales of the fishing holster and fishing tools to the Virginia B.A.S.S. Federation Conservation.

The House of Beverages and Le Bleu water has donated 2,000 bottles of water for the tournaments.

The Virginia B.A.S.S. Federation has been allocated three entries into the amateur side of B.A.S.S. Top 150. A committee will be formed and headed by Ed Clayton to determine how to qualify the three.

The Youth Director, John Britton had a meeting with the Youth Coordinator. They discussed the upcoming Family Fishing Clinic in June.

Predator Bassmasters and Harborwood Bassmasters was accepted as new clubs in Region 4.

Chickahominy Bassmasters was accepted as a new club in Region 8.

Stuart Wood reported that the Sportsman Reward Fund is getting more support and donations than in the previous years.

Region 4 commented that they still do not agree with the four fish limit.

Motion by Region 3, seconded by Region 6 to adjourn the meeting. Meeting was adjourned at 2:00 P.M.
