The meeting was called to order at 9:00 A.M. by the President at the Best Western in South Hill, Virginia.

Roger Fitchett welcomed Sandra Vaughan.

Correction to the September 16, 2001 minutes. Page two, paragraph seven instead of work should be word.

Motion by S. Stephenson, seconded by R. Shetley with the correction that the minutes of the September 16, 2001 minutes be approved. Motion carried by unanimous voice vote.

Motion by S. Stephenson, seconded by S. Woodroof to approve the treasurer’s report.

Motion carried by unanimous voice vote.

Motion by S. Robinson, seconded by S. Stephenson to approve the raffle report. Motion carried by unanimous voice vote.

Mitchell Perkins reported at this time the construction of the pipeline that will carry waste from the sewage plant to the Pamkuney River had been stopped. Mitchell is asking that everyone write letters to the Army Corp of Engineers voicing their concern.

Joan Holmes reported that fifteen US Power Companies want to build power plants in Virginia. Now the gas companies want to put down natural gas lines in Virginia that will cross bodies of water and wetlands.

Motion by Region 5, seconded by Region 1 that a letter be sent to the Federal Energy Regulatory Commission voicing the concerns about the impact on the water resources in Virginia if the natural gas lines are approved. Motion passed by unanimous voice vote.

President Bush signed an $80 million state wildlife grants program into law. The funding is part of the fiscal 2002 year.

Tight Lines will be out before Christmas.

Roger Fitchett thanked Steve Woodroof for a job well done in hosting the Fall Classic tournament.

Roger Fitchett thanked Alton Vaughan for a job well done at the East Division Championship.

Alton Vaughan thanked everyone for their help at the East Division Championship.

Region 3 is the hosting region for the 2002 Mr. Bass. Stuart Wood will have a packet ready at the January board meeting with all the information of motels and the location of the pairings meeting.

The 2002 Fall Classic will be held on Smith Mountain Lake, hosting region will be Region 4.

Ninety-nine boats participated in the Children’s Miracle Network tournament held on Smith Mountain Lake. A donation of $2,000.00 was given to the Children’s Miracle Network.

The Children’s Miracle Network Classic which was held on the Potomac River, forty-four boats participated. A donation of $1,075.00 was made.

Any newspaper clippings, articles and pictures pertaining to any of the categories for the Awards Book must be to Abby Ryan by January 2002.

Motion by Region 5, seconded by Region 6. Amended by Region 9, seconded by Region 3 that the following By-law 7.3-1 change be made to the Mr. Bass format. An entry fee of one hundred forty dollars which includes five dollars per person earmarked for the state team. The big fish award will pay back one hundred percent and be split between big fish day one, day two and overall.

Motion by Region 5, seconded by Region 6. Amended by Region 9, seconded by Region 3 that the following By- law 7.3-2 change be made to the Chapter Team format. An entry fee of four hundred twenty dollars which includes five dollars per person earmarked for State Team expenses. The big fish award will pay back one hundred percent and be split between big fish day one, day two and overall.

Motion by Region 5, seconded by Region 6. Amended by Region 9, seconded by Region 2 that the following By-law 7.3-3 change be made to the Fall Classic format. An entry fee of seven hundred dollars which includes five dollars per person for the big fish award and five dollars earmarked for the State Team expenses. This entry is due to the Federation no later than October 15, regardless of whether it enters a team or not. Each member of each regional team ranked eleventh through twentieth shall submit an entry fee of seventy dollars which includes five dollars per person for the big fish award and ten dollars earmarked for the State Team expenses. The big fish award will pay back one hundred percent and be split between big fish day one, day two and overall.

Roger Fitchett declared that each nominee, Roger Fitchett, President and Charlie Beale, Vice President is elected by unanimous acclamation.

The Board of Directors voted in favor of purchasing a 2003 Ranger boat from Bill’s Marine for the next years raffle.

John Britton reported the federation now has a Junior Chapter.

There will be ninety kids participating in the Kids Casting at Bassarama.

John Britton ask if there is anyone that had any baits, preferably plastics, that they could donate to the Kids Corner at Bassarama.

Roger Fitchett ask that the directors make sure that anyone with a boat fishing federation tournaments has at least $100,000.00 of liability insurance and that they belong to B.A.S.S., B.A.S.S. Federation and Virginia B.A.S.S. Federation.

At the January board meeting any new directors must have a letter from the Region stating the election results.

A list of ineligible clubs is due at the January board meeting.

Raffle tickets and money are due at the January board meeting.

Cross Creek was accepted as a new club in Region 3.

Roger Fitchett thanked all the Directors and Committee Chairman for all their help.

John Britton recommended that Orange County High School Anglers be accepted.

Sam Robinson announced this will be his last year as Region 1 Director.

Ed Clayton wanted to thank the tournament committee for the well run tournaments throughout the year.

Joan Holmes wanted to let everyone know that the Virginia B.A.S.S. Federation website is the host for Region 5 website.

Scotty Stephenson wanted to thank Alton Vaughan for all his hard work.

Sid Ryan announced this will be his last year as Region 7 Director.

David Aliff wanted to wish everyone Happy Holidays.

Motion by E. Clayton, seconded by S. Wood to adjourn the meeting. The meeting was adjourned at 3:30 P.M.
